Fix: SSL-Erstellung nicht von APP_ENV abhängig machen 

isProduction()-Check entfernt — SSL wird jetzt allein durch skipSsl gesteuert,
da APP_ENV=local sonst SSL-Zertifikate komplett verhindert.
